Wisconsin residents have priority in admission to Blackhawk Technical College over out of state residents. Residents may also be eligible for tuition and fee exemption or reduction. Residents of the Blackhawk Technical College District have admission priority to programs over out of district resident, as defined in Wisconsin Administrative Code TCS 10.

If a student is classified as in-state but then moves out-of-state during a semester, the student will be charged in-state tuition for that semester.  However, the student will be charged out-of-state tuition for any subsequent semesters.

Determining Wisconsin Residence - In determining state residency for the semester or session of application, residence in Wisconsin may be demonstrated by the following:

  • Filing of Wisconsin income tax returns
  • Eligibility to vote within the state
  • Motor vehicle registration in the state
  • Possession of a Wisconsin driver's license
  • Evidence from place of employment
  • Self-support
  • Signed rental agreement

Determining District Residence - District residency established prior to applying may be demonstrated with the following:

  • Most recently filed Wisconsin tax return
  • Motor vehicle registration
  • Driver's license
  • Bank accounts
  • Voter registration
  • Signed rental agreement

Wisconsin and Blackhawk Technical College district residence may be established concurrently.
