Board Appointment Process

Wisconsin’s sixteen technical college districts are governed by a nine-member board appointed by local elected officials from the district. District Board members serve three-year terms. The terms are staggered so that each year the terms of three members of each District Board become open. State statutes prescribe the composition of the District Boards.

The requirements for the composition of District Board members, district plans of representation, and board appointment process are described in Chapter 38 of the Wisconsin Statutes and Chapter TCS 2 of the state’s administrative code.

Blackhawk Technical College is governed by a nine-member District Board appointed by the Rock and Green County Board Chairs. Pursuant to Wisconsin Statute, the District Board consists of two (2) employer members, two (2) employee members, three (3) additional members, and one (1) elected official member who holds a state or local office, and one (1) school district administrator. Board members serve staggered three-year terms.

Appointment Requirements

  • Must reside within the Blackhawk District
  • Must submit a properly completed application/affidavit within 14 days of publication of the official announcement
  • Must submit at least two letters of reference supporting their candidacy
  • Must attend an appointment meeting/public hearing in person and be interviewed

Primary Responsibilities of Board Members

  • Meeting Educational and Training Needs – Board members are responsible for meeting the changing community needs in fulfilling the College mission. This includes, formulating policy, ensuring effective leadership, and the responsible use of resources.
  • Ethical Leadership – Board members promote the public trust by serving without personal gain and without partisan politics or personal agenda.
  • Reflect Individual and Community Diversity – Boards are comprised of strong individuals reflecting diverse perspectives, expertise, and experiences. Diversity in ethnicity, gender, age, and geography gives the board balance, depth, and a variety of resources, ensuring the needs of the entire community are recognized and addressed. The District Board Appointment Committee approves and follows a local "Plan of Representation" in assuring a diverse board reflecting the District.
  • Knowledgeable and Committed – Excellent board members are knowledgeable about the community and its needs and issues, within the broad context of the educational, social, political, and economic environment. Board members must have commitment to the technical college mission and the vision to help realize it within their college community.

Board Vacancies

Applications for three (3) Blackhawk Technical College District Board positions are now being accepted. District Board members are not paid except for expenses incurred in performing their duties.

In the appointment process, equal consideration is given to the general population distribution within the District and women and minorities. In addition, employer and employee representatives should represent the businesses and industries within the District.

The following positions are vacant:

  1. One (1) Elected Official Member: Three-year term, expiring June 30, 2026
  2. One (1) Additional Member: Three-year term, expiring June 30, 2026
  3. One (1) Additional Member: Three-year term, expiring June 30, 2026

Candidates for the above positions must reside in Rock and Green counties to comply with the Blackhawk District Board Appointment Committee’s Plan of Representation.

Applicants must submit two (2) references supporting their nomination to the District Board and attend a District Board Appointment Committee meeting to be interviewed to be appointed.
